Dear listers I’ve solved my own query. I had restrictions turned on (Settings/General/Restrictions) and these included restricting sites in Safari. I turned these off and now the ad blockers are no longer grayed out. I’m using Peace by Full City LLC (Marco Arment) and it seems great. Thanks,
