Interesting, I don't have nearly this many, but have not noticed any of them
not working.

I guess it’s a bug, but as somebody pointed out, it’s an annoyance and not
anything that actually impacts the performance or how you use the Phone app.
I’m sure Apple will fix this at some point, I barely even notice it any more.

I am countered this bug and reported it throughout the iOS 12.1 beta cycle.
Interestingly enough, while I still have this happening on my iPhone 7, and my
new iPhone X or, this is not the case.
