If you manually set the alarm, you can turn off the snooze.
If you set it with Siri, the snooze is on by default.
I have not checked to see if in 14 there is an option to not have snooze be the
default.

Steve, I have an iPhone 8 using iOS 13. When my alarm goes off, without
touching the power button, if I just swipe right with one finger, voiceOver
says snooze or if y swipe again, it will say stop. double-tap which choice you
want and that should work for you.
