IF you are saying that None of the apps work, then they need to call Apple

If you want more input from the list, perhaps you could give more specifics,
like which apps, what isn't working, are these on Wi-fi or Cellular, have they
checked their router...?

I don't know, but it sounds almost like the phone is in the mode where you
can move or delete apps. Does it say, moving X app when you touch them?
If so, tap the home button once and it should work.
If not, then I'd talk with Apple.
