I don't have an iPad, so I can't help with where to find the Utilities
folder, but there is no Compass app on the iPad. This article talks
about the apps that don't appear on the iPad and gives some suggestions
for some replacements. It's a main stream article, so I don't know if
any of them
You will find the Compass app probably in the utility folder on a new iPhone.
Once you open the compass app, do a three-finger side swipe from right to left
and you will find the level.
You can always have Siri open Compass, if you can't find it.

It's not just on new phones. The level was introduced with 7.0 but the
compass was already there.

John, of course you are correct, I wrote too quickly.
The level was certainly added with iOS 7, so any device that has the compass,
will have the level under iOS 7.
So much for writing without thoroughly thinking it threw.

then flip it so it is vertical, you get the vertical level, and if you put
it in landscape orientation you get the horizontal level.
