You're absolutely correct. You could, of course, leave background refresh on globally but turn it off for anything you don't need. As an example, I don't follow stocks so I've disabled the Stocks app from updating in the background.

For example, I use Navigon and Blind Square. Turning off the background refresh means' I'll only be able to rely on one app, and not both.
