You can go into settings, messages and turn it on with other options. I
believe by default it's turned off. When you type in the first number the CC
field comes up. Or at least I'm almost sure how it works. I think I've used
it once or twice. If that's incorrect please somebody correct me.
Actually, you are making it more complicated than it has to be. I am
assuming you are talking about text/sms messages, since you mentioned phone
numbers.
When creating a new message, while in the To field, enter the name of
their person you wish to send the message to. Then, put a space
I do this all the time using the native app on my iPhone 4. Once I add a
contact I can add another one, write my message and send it. It goes to
the contacts I added no problem. Be aware if it's a mixture of sms and
iMessage contacts they will all go as an Sms message.

Once I enter an address in the To field, I'll get another blank to field
on the screen, so I can keep entering additional addresses. This is with
the message app, and I think the email app works the same way.
