I assume you set this up as a Windows Live Hotmail account? I also use Hotmail
on my 4S here in British Columbia and I have had no issues like that.

Hi, in settings and fetch new data, make sure that push and fetch are all
disabled. In the fetch new data section, double tap advance and make sure that
all mail accounts are set to manual.
