I think you may just have to send him money in his currency so he can buy the
app in his country's app store. You cannot seem to gift apps to people in other
countries.

If he’s PayPal, he could send you the money via that route, or too if you plan
on giving it to him or her, send money from PayPal to PayPal, and have the
PayPal associated with the Apple ID or google Play Store, thus he could buy
VDR linked to his account. Good luck!

But you can gift apps and the key is to gift it to the email address that they
use on their Apple device, so when they redeem the gift, it installs on that
device under their Apple ID.
