As of high Sierra and later, the command for speech rate has changed in macOS.
Use ctrl-option-command-shift-the arrow keys. This command works all the time.
It’s not at all helpful to reference something you know for one platform that
is not reafvent to another.

Did you try control+options+command and the arrow keys?
I know little of Mac computers but I know with an iPhone and a Bluetooth
keyboard that is one way to access various voice settings on the fly.
