When this setting is on, cellular data can be used when one's wifi signal is weak. I had this setting turned off on my old iPhone from which I transferred my data and settings to my iPhone SE 2020 but after completing the setup and restore of everything, I noticed that Wifi assist was once again turned on. I think it's prudent to review your major settings after completing a new iPhone setup to ensure you ended up with the settings you want.
