If your looking for an app that will open rar files on your phone, FTPOnConnect
deffinetely does this. I am pretty sure Downloads and Phone drive can also open
rar files.
All of these three apps will let you open the extracted files in your app of
choice, via the Open With option.

What do you mean by play rar files, I thought they were like
zip archives or are they different? You un zip them and not
play them.

IF you search the app store for rar files you will find lots of apps that can
extract the contents of a rar file.
Since I've never dealt with that file type, I don't have one app to recommend.
I suggest trying some of the free ones and see if any work for you.

I read every thing in VoiceDreamReader these days, but before this, I use to
use Downloads, or PhoneDrive to do most of my reading.
