discover and no option to use paypal
Yes, if you go to your account info, you can configure your payment
settings to use paypal. I tried this for a while, but had some problems
with it, the set up kept expiring for some reason and I had to recreate
it, still, it's there if you want to give it a try.

Your question was answered already. Yes, you can use Paypal and you have to
change this in iTunes on your PC or on your iPhone.
On the PC, open iTunes, go to the iTunes Store, then find the button that
lists your Apple Id followed by View my iTunes Store Account.
