Being that I now have ITunes Match, and that I stream Apple Music, can I
specificly not transfer the music from this phone to a new one when updating
phone to phone? Can I specify what I want transferred, or is it all or nothing?

As long as your brother has the songs on his computer he could just give
them to you on a USB stick. You would then copy them into your Music folder
in iTunes Media, add the folder to your library and then you can select the
songs to sync to your device.
