can take up to 24 hours if using an Apple Id. Why just for iPhone I
don't know; probably Apple expects you to use your phone number for
iMessage hence it being set up that way automatically when setting up an
iPhone.

I found out that you can't use iMessage on a diactivated iPhone because the
eime number is different than that of an Ipod or Ipad so even though you've
told it to use an email, it still wants you to have a phone number since
it's a phone.
Face time will not work either.

True but this can be changed by going to settings messages and double tap on
send and receive. You can deselect the number there so only e-mail is used for
iMessage.

phone number. Just sign in with your Apple ID.

You sure can. This is the equivalent of using iMessage on iPod Touch,
iPad wifi only and all macs running Mountain Lion or later. Just sign in
with your Apple Id and enjoy.
