No, I don’t believe this is a bug but what I’d call a deficiency in the
functionality of the programmed app.

When you are in the list of mailboxes, tap the edit button in the upper right
When you are in the list of mailboxes, tap the edit button in the upper right,
swipe down to Sent mailbox, you should be able to drag & drop the mailbox to
where you want it. Tap Done in upper right.
