Its possible in the sense that att may unlock the 4s for a fee, but
if you were hopping for a free software based solution then
unfortunately you're out of luck.

First of all ATT does not charge to unlock your phone, they do unlock phones
that are no longer under contract, and must meet other requirements, here is
