When you double tap on Get Books, it is the third option on that screen. You
have wish list, recently added books, then previous downloads.

As far as I know you would have to download them again.
With the latest version, when you go to get books there is an option to get the
list of previously downloaded books, so you could work from that.

I'll add to Richard's comment to confirm that when you move to another device
even if you have a full, encrypted backup to restore to that device, your BARD
Mobile content is not restored
