You're right that you cannot go back to the top of the list. You can scroll, though, by doing three-finger swipes left and right. This is hardly ideal, of course, but it is something. Like the new App Switcher, the apps show on one page after another, going horizontally instead of vertically.

Yep, I've seen this persistent little pain in the a** since att least the last version of the OS as well. Oddly enough, it works as we expect on the iPad, but with the trade-off that the entire appstore crashes loads more often than it ever has in my nearly 12 months of owning everything from
