That did work as apparently missed that one step by double tapping on voice
over itself and was able to change the speaking rate and now works great.

Wondered how can I speed up the talking rate of Voice over in IOS9.02 as
it's very slow and when move the slider up to 100 in the accessibility
section doesn't seem to change at all.
