When you get a new phone or one which has been reset to factory settings, Siri
is not available until you finish the setup process. However with all the newer
IPhones, triple press of the home button will start voiceover.
This is the default for IPhone. If I am
press the power button three times to start voiceover.

I’m sure that triple tap thing has to be set up just like it did with the home
button. So if it hasn’t been set up, it’s not gonna work. But you can tell Siri
to turn on voiceover.
