when you have VoiceOver running, so giving a sighted person instructions
using the roter and the flick up isn't going to work.

Here are the steps for blocking calls for a sighted person.
open the Phone app, then hit the Recents tab at the bottom. Click the 'i'
symbol next to the unwanted number, scroll down and tap Block this Caller, then
confirm your decision.
