I sign in, download the profile and then restart my phone.
There is no downloaded profile even though the download was successful.
It seems whenever I restart my phone the profile is deleted.

did you double tap on the profile and do the install before rebooting?
You have to install it not just download it.

If I check to see if the profile is there before restarting it is.
