When she turned on VoiceOver, it is now talking.

I had to reenter passwords, reselect sounds/ringtones, display background, etc.
But, it works
I think I'm going to install IOS 12.4 and if the issue still happens, I'm going
to do a hard reset, hopefully that will resolve it.
