I hope this is not a bug as just got my 4s yesterday and you are the
only one with this issue it seems. For now check that do not disturb is
not on. If it is then all calls unless they are in your favorites or
they repeatedly ring within about three minutes will go straight to
VoiceMail.

said, you can also close an app by flicking up or down with 1 finger which
puts focus on the Close option of the action rotor and
