As memory serves me, the Austrailian voice was added because I added it to
the rotor. So, I could switch to it if I had the rotor on language. I'm
guessing this was the compact voice. So, when I went to the settings in
question, I could hear the Austrailian voice, but there was a more button
which
I had this same problem the other day so I just restarted it and left it alone
for about an hour while I was watching something on TV and when I returned back
to my computer it was all downloaded and installed. My advice is to restart it
and then just leave it alone for an hour or so.

Did you try turning off tripple click home altogether? I don't mean to belabor
the point, but that is the only solution that worked for me.

I use an iPad 4 and if I put my four fingers at the very bottom of the
screen just off of it and swipe up with for fingers the app switcher will
come up. I don't know if that gesture will work on an iPod. Also you have
to have I think it is cold multiple finger gestures turn on.

Shawn, It Lists all the other English speaking voices I have put in the
rotor. It then tells me that the enhanced quality voice is on and that it is
using 144 MB.
I'm guessing you don't have an iDevice or you could have checked this on
