Richard, you are imagining that in Safari on my iPad your document comes up as
a web page - but if I double tap on your web page on a .docx file, I get a pop
up asking me if I want to download it. I then have to go to the Downloads
button, double tap and a box drops down showing your document.
I double checked.
WHILE in Files, double tap and hold on the file.
Then flick right to share and double tap.
Likely you'll have to then double tap on More, and flick quite a ways to Open
in Voice Dream, or earlier will be Open in Easy Reader.

I'd select open, then there should be a share button and Voice Dream Reader or
Pages should be in that share sheet. If not, double tap on More and see if they
are in there.

On my iPad Air 2 iOS 13.3, I downloaded a Word doc from Richard Turner’s
website and when I flicked up on it and double-tapped to select View document,
it tried - and failed - to open it with the Dolphin Easy Reader app. Why? How

Yes I have the same problem and it is very annoying. Sometimes it is so bad
that Siri can't understand my command. The only workaround is to use Hey
