I have been having an annoying issue with Voice Over when it is in the
locked screen.
When a notification comes up, Voice Over starts speaking the notification
then stops to say that it is a notification.
Normally it will speak the notification then tell me the number of

Personally it sounds like there are hand-off issues between the cell
spot t-mobile router you were referring to and wifi calling. I would
try disabling wifi calling in settings/phone and see if the signal
issues improve.
Even with 2 of 4 bars you should be able to receive calls.
