Another way you should be able to get Voiceover is to simply triple click the home button. Press it three times quickly and VO should be enabled. though, this can depend upon your settings in accessibility. Make sure that speech is the only one checked, otherwise, the triple click home option

Hi, For your first question, it should say something like 10 degrees clockwise, if sow, what it is telling you is that you need to rotate the device by that much in that direction. So for example if it says 4 degrees clockwise, you would turn the device very slightly in a clockwise direction.
