On my iPhone 12Pro, I have three keyboards set up for English, French and Spanish. On my basic iPad running iPadOs 16.1, I don't have those other keyboards active, and I can switch between normal and Emoji keyboards. I looked at Keyboard settings under General and didn't see an Emoji keyboard.
