Hello, yes, definitely. So long as you have an Apple ID, you can download 
music, movies and tv shows all from within iTunes on your Windows PC.

You can search for and download songs, movies etc. with iTunes on your Windows 
PC, the Apple TV will play iTunes contents but won't download it.
