Actually, that will not work since if the phone has never been set up it has no 
working cellular or Wi-Fi connection.
If this is a new phone and not a used one which possibly has not been reset 
properly, pressing the home button 3 times quickly should start Voiceover. From 
there you can set up the phone, but if you have never used a touch screen 
device at all you may need sighted help, most of us who have had iPhones for 
years take many things for granted, but somebody who never used a touch screen 
device may not know about various taps, swipes or how to type using standard or 
touch typing mode (by default the mode is standard which means after you find a 
letter on the screen you have to double tap the screen to write that letter).

I have just received my first ever Iphone 6S and as a totally blind
user, I have no idea what would be the the best setup settings should be
in order to use the phone. Can somebody point me in the right direction
as to setting up the phone and any accessibility settings. I would be
really grateful for any help.

I have just received my first ever Iphone 6S and as a totally blind
