This has always been the case. It is so you can add additional contacts or 
phone numbers to the text message.

If you're not using a BT keyboard you can double-tap the Return button on
the bottum right corner of the on-screen keyboard to do the same thing.

I always remember this being the case.  After adding a contact, you have to 
then double tap on the message body in order to write your message.
