There is a way to do it with a Bluetooth keyboard. Is that an option for you?

Hi. Is there an easier way to move apps into folders on my iphone besides 
dragging them around the screen? That takes me hours, literally, and it’s 
frustratingly slow. I have itunes for windows, but when I see my apps, I just 
see a huge list of them, nothing is organized into the folders I did manage to 
create to organize my apps. Is there some way to do this that’s more like a cut 
and paste option?

Yes and I have done this on many occasions. However my results seem to be 
somewhat random. That is the arrangement of my apps is not always precisely 
what I intended, and almost never what I intended if I am dealing with a full 
home screen. I guess what I long for is a more predictable way of arranging the 
apps on my home screen.

You don't have to move icons into folders. You can simply stop moving them and 
lift your finger when you reach a position you want to leave them on. You can 
switch pages by moving the icon in a straight line horizontally to the edge of 
the screen and waiting for a page change to be announced. You can continue 
holding down the app in that position to continue changing pages.

Right, But the question asked if you could do this using a Bluetooth keyboard, 
and I think the answer is no.
When you move left or right with the arrow keys, you can not choose an open 
spot, only dropping it on another icon, or folder.

You can rearrange apps alphabetically by going to settings, general, reset. 
It's also possible to use a Bluetooth keyboard.

Not that I've seen how to do. You can Create a folder by dropping the icon onto 
another icon, or you can drop the icon into a folder if you drop it on a folder.
