Thanks for clearing that up.
You can still access making emergency calls while the phone is locked on your 
screen where you would enter your pass code. The emergency button is in the 
lower left area of the screen.
No, you can't do this silently, unless you are using a bluetooth keyboard, 
braille display or have earphones in of course.

I have 911 as a favorite, which I've never had to use thankfully.

contact 9 1 1  in complete silence in a sticky situation as long as you were 
able to reach your phone for a couple of seconds to press the button.
The Apple Watch got the Emergency SOS feature with Watch OS 3 in September, you 
can initiate the call by holding the side button for 5 seconds.
The Emergency SOS feature on the iPhone was supposed to be available in 14 
countries, but it seems that only India got to test it during the beta cycle 
and also still has the feature now after the final release.
