Well, I'd give it the 24 hours but you may find it works sooner than that if messages is on in iCloud. You might call Apple Accessibility before going back to iOS 12. It sounds like reset all settings got activated. Did you make sure you are signed in to iCloud at the top of the settings where your name and Apple ID are? If so, try powering off and back on. Then, check if iMessages is connected. Someone else might have another approach.
