Have you tried turning on the always speak notifications setting?  To turn on 
this setting, go to settings. Next go to accessibility.  Once you are in 
accessibility settings, go to voiceover.  Once in voiceover settings, swipe 
until you find the always speak notifications setting, and then double tap to 
turn it on.  Voiceover should start announcing your messages as they come in.

Hello,
I saw the problem with the phone calls not being announced by finding announce 
calls in the phone settings. But now I’m wondering if there’s a similar setting 
for Messages. There is none in settings but maybe there’s some other way to get 
it to announce who’s just sent you a text message. Does anyone know? I do have 
a sound set so that I know when text messages are coming in but it would be 
nice if I’m, For example, in the kitchen doing some thing in the phone is 
somewhere else if I can tell who it is and if it’s someone I want to 
immediately respond to or if it’s someone that can wait.
