Margaret, this is an iOS 7 bug. On your iPhone do the following:
1. Select SETTINGS
2. Select MESSAGES
3. Enable the SEND_AS_SMS setting
The next try may take a few minutes to revert to a green-colored SMS text
but afterwards the messages should go as SMS texts right away.

What you have to do is to send the message as and iMessage and when it comes up

phone not iPhone. The text messages are still sent as iMessages instead of
plain text messages.

Hi, this doesn't solve the immediate issue, but your son should
de-associate his old iPhone number from his Apple ID, then when people
write him from an iPhone it will go out as a regular sms instead of an
iMessage.

It sounds like your phone still thinks he has an iPhone.
What does it say in your contacts?
Try deleting his phone in contacts and reentering it with the label "mobile"
and see if that helps.
The only time the iPhone will send iMessages is if it thinks the person has an
iPhone.
