Don't know either my is doing the same thing. I have a iphone5s running the 
latest IOS9 on it. It might be a bug. I would do a restore on it but it not 
agvating enough for me to do it at this time.

I had that for awhile after updating to iOS 9.2. It seemed to go away after 
either a Power Off then ON, or a hard reset with holding Power and Hold buttons 
for 10 seconds, then letting phone reboot. Might be worth a try if you haven't 
done this. Keith

Yes I think maybe a restore would fix it but not sure.  You would want to say 
do a restore and put it back as a new device and then do another restore and 
put it back from backup. This way it would put everything new on the device as 
far as the OS is concern and then put all your settings and app and such back 
in place when you did the restore and put it back from a backup. Just remember 
not to back up your device after the restore and putting it back as a new 
device.

I also think it might be a bug. The funny thing is that when the prompt comes 
up if I choose "not now" instead of "settings", everything that is password

I had this before upgrading to IOS 9.2, once I upgraded and entered the 
password one more time, it went away, it is probably a bug somewhere.
