It seems in the latest iOS 8.x update, you do not need to toggle VoiceOver on
or off. However, this seems to be an intermittent and difficult to reproduce
problem. On one iPad Mini 2, for example, Alex was activated immediately. On
one iPhone 5s, however, he wasn't and VoiceOver had to be

Hi DJ. To download Alex, go to settings, General, accessibility, Voiceover,
speech and select your default dialect. There you'll be able to find Alex. Once
it's downloaded, toggle Voiceover off and on and you should be good to go. I
doubt that Apple would have that little fact in their article.
