I'm using Gmail on both my 4S and iPad 3. On the iPad I'm able to see a brief
preview of the message before opening it, but not able to see it on the phone.
Why is this?

Do you mean see or hear? If you have hints turned on, and you wait a
second or two on the iPhone, then you'll hear the first 20 or so words
of the message. I'm not sure what's actually displayed on the screen though.
