No issues with Hey Siri here on my iPhone 13 Pro running iOS 17.

Yes, mine started this just recently also. I have a SE 3 phone and even her 
voice seems to be changed and she has a different response when she does 
finally, if ever, speak.

Good morning, I also use the SE, and Siri is quite unpredictable. I simply keep addressing, “Hey Siri” and it finally decides to cooperate.
