Hi Eleanor,

There is not really a need to charge a new iPad right out of the box before 
using it. Any time I received a new iPhone over the last 5 years it was factory 
charged and usually had at least 70% charge or better. Of course your friend 
could plug it into a wall outlet with the provided adapter and lightning cable 
and this would also power on the device since all Lightning devices which are 
turned off turn themselves on when the cable is plugged in. If your friend is a 
Voiceover user, they can wait maybe 30 seconds or so after plugging it in and 
then press the home button 3 times quickly and this should start Voiceover and 
they will have a completely accessible setup experience. Remind them that by 
default typing style is set to standard so if they are trying to enter a WiFi 
password when Voiceover is enabled, they have to double tap each character or 
they can immediately turn the rotor to typing style when they come to the first 
edit field and change it to touch typing provided they are already familiar 
with how the rotor works and are comfortable with touch typing.

The iPad will be fully charged when the status indicator on the top righthand 
corner says "on A C Power"  When it's charging, the indicator will say, 
charging.
