Because that is a new feature, the most recently contacted people show up first since very often it is likely somebody would want to share something with a regular group of people. I really like this, but the feature does not work properly since typically only those contacts with whom you exchanged text messages are listed and the list seems to be based on what you did in the Messages app rather than what you most recently shared. For example, I often share news articles with a friend in Germany by email or WhatsApp. However, at best my friend's listing with the word "Mail" behind it shows up right after I shared something and I share again, if I want to share an article by email with him tomorrow he is no longer in the list and I don't think I have ever seen a contact in the list with whom I shared via WhatsApp. I wish Apple would fix this so that the list truly contained contacts and the method I used to share stuff with.
