Open up your voiceover settings and navigate to verbosity. You want to look for
the one called container descriptions. You want to set this to off and it
should not say tool bar anymore.

recognition, text recognition and image descriptions. Screen recognition
can be really problematic but is occasionally useful on apps which are less
