Yes. It uses iBooks to read them. I don't think you can compose PDFs from the
iPhone as far as I know. Others may know more on this list then I on this
matter.

For some reason I thought that when opening a PDF attachment I'd be given
choices as to how to open it, as in what app. I have a PDF attachment and when
Iopen it it just becomes inaccessible and I'm given no choices. Is it possible
for me to access that attachment?

After you open the PDF attachment, there is a share button in the upper
right-hand corner of your screen. Double tap the share button, and there will
be a series of choices. It will say Open in and give you a series of choices
of apps that you can use. Hope this answers your question.
Also, if the attachment is accessible, VoiceOver will be able to read it in
mail. If not, it will need to be opened into an OCR app like KNFB Reader or
Prizmo in order to convert the document into a blind-friendly readable text
file.

in option.
If it wouldn't read, it is probably an image and it will need to be opened in
an OCR app.

There should be a choice on the Mail screen to open the file in iBooks. If you
do that, you should be able to read the whole thing.
