Simply double tap it to turn it back on. You may have to enter your passcode, I
don't recall.

I believe that right now the most accessible way to use the features of Find My
iPhone is from another iDevice like an iPad, iPod or iPhone. The iCloud web
site is largely inaccessible as stated below.
