Sorry, didn’t realize you said “iPad Pro” in the subject, I just saw “Pro” in
the message which is why I asked.
You may have to sync your phone where the ringtones are to iTunes and then sync
your iPad Pro also. If you Google something like “Purchased ringtones are not
there” you find plenty
