I believe Seeing AI only does product bar codes in the product channel.
There are lots of free QR scanners but which ones work with VoiceOver, I'm not
sure.
You might want to either try some, that way, or maybe AppleVis would have some
reviews.
I have not had the need for QR codes so I have not
