I have noticed this after updating to 14.2 especially in the uber Eats app
when searching.

I had this issue to when using the dictate button in a text message. Voiceover
starts to read the first word or so and then stops. Has been happening for a
while, not new since iOS 14. Annoying.

No, if I use Siri, the stuff gets read back. But if I am in the Messages app,
responding to a message, and double tap the dictate button and then dictate,
and then do another double tap, much of the time, nothing is read back although
the text is entered.

Are you talking about starting with Hey Siri, send a text to ... if so, check
your Siri settings under Siri Responses and make sure they are all turned on.
